Job Responsibilities

Assists the Regional Mobility Program Manager and the Statewide Planning Chief with the implementation and reporting of the Regional Mobility Program (RMP). Assists with ensuring coordination and collaboration with COGs within assigned regions, taking into consideration long-term vision, goals, activities, and performance indicators. Assists with development and management of related internal and external communications and presentations regarding the program.

Assists with managing transportation planning activities in assigned areas of the state for the SCDOT Office of Planning. Serves as the transportation planning manager and liaison to assigned COGs and maintains effective and productive working relationships with local officials and staff. Represents the Planning Office at internal and external meetings to communicate and acquire key information.

Assists COGs in the development of Long Range Transportation Plans (LRTP) and the Transportation Improvement Programs (TIP) ensuring consistency with the RMP program. Manages consultant contracts relating to the development of federally required plans and activities led by COGs ensuring compliance with federal and state regulations and policies.

Coordinates development of Statewide Transportation Improvement Program (STIP) elements and transmittals consistent with programs in assigned areas. Reviews and monitors Rural Planning Work Program (RPWP). Coordinates activities necessary to fulfill federal and state requirements for planning and programming. Monitors and documents COG planning budgets for assigned areas of the state and reviews and processes planning invoices for payment.

Assists with corridor studies, environmental screening, project prioritization and ranking, and other special studies. Assists with activities associated with the developing feasibility studies for projects within assigned regions including coordination with Regional Production Groups and project scoping. Assists with coordination of bike and pedestrian initiatives in accordance with the Complete Streets Policy, DD 28 and associated programs.

Assists in providing training to SCDOT staff and COG staff pertaining to the RMP program. Conducts presentations to COG boards, elected officials, and others educating them of the requirements, processes, and the purpose of the Office of Planning programs. Assists the Statewide Planning Chief with research, presentations, special projects, and participation on committees, as needed, for the delivery of SCDOT programs. Monitors national air quality standards and assists with stakeholder coordination, data analysis, and transportation conformity efforts for assigned areas of the state, as appropriate. Performs other related duties as assigned.

Minimum and Additional Requirements

A bachelor’s degree in planning, urban planning, urban technology, engineering, engineering technology, geography, geographic information technology, or a related field, and one (1) year of relevant experience; or an approved acceptable equivalence. A valid motor vehicle license is required.
