Summary

Under general direction, the Planner performs a variety of professional planning and zoning functions including reviewing permits and projects, preparing materials for and presenting to various Boards/Commissions, interpreting and enforcing the City’s development regulations, and implementing the City’s Comprehensive Plan. This position will have a strong emphasis on assisting both internal and external customers. The Planner also provides support to the GIS Coordinator.

Specific Duties and Responsibilities

  • Serves as point of contact for Planning and Zoning. Assists members of the public, contractors, engineers, developers, board members, etc. with general planning inquiries.
  • Reviews permits and projects for compliance with development regulations. This will include, but is not limited to, residential and commercial plan review and building permits, site development plans, preliminary and final subdivision plats, variances, and special exceptions.
  • Processes applications for zoning (annexations) and rezoning and assists with making an official staff recommendation pertaining to each case to applicable boards and commissions.
  • Prepares technical staff reports and other meeting materials for and presents to City Council, Planning Commission, Board of Zoning Appeals, and Board of Architectural Review. Attends board and community meetings that extend beyond the normal work schedule.
  • Assists with GIS functions that include data entry and creation of maps.
  • Interprets and enforces zoning and related ordinances; assists with preparing text amendments when applicable.
  • Assists with implementing the City’s Comprehensive Plan; supports regular updates to the Plan.
  • Performs various administrative duties, such as completing project intake, maintaining files and logs, preparing agendas for and taking minutes at various meetings.
  • Updates website, to include monthly Board/Commission public notices and agendas.
  • Conducts field inspections related to permits, projects, and/or code enforcement violations.
  • Conducts technical research and compiles data on planning issues.

Education, Skills, Experience: Required

  • Requires Bachelor’s degree in planning, urban planning, or closely related field.
  • Two (2) years of professional planning experience or any equivalent combination of education, training, and experience.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

Education, Skills, Experience: Preferred
