Position Overview
The Director of Development Services is a newly created position designed to assure the zoning, permitting and inspection processes in Orange County reflect the County’s vision and achieves important customer service goals. The successful candidate will possess well developed interpersonal skills and the leadership qualities to bring together the various functions this team performs to assist County landowners and developers through the review and approval processes. The position reports to the County Administrator and serves on the Senior Leadership Team.

Qualifications
The ideal candidate will possess exceptional leadership skills in building and motivating a team to meet and exceed high standards for service, efficiency, and accountability. They will be a strategic thinker and customer-focused problem solver who can establish good rapport and develop trusting relationships with citizens, community partners, staff, the development community, and the Board of Supervisors and Planning Commission.

The position requires a bachelor’s degree or relevant experience in public administration, business, government, management, planning or a closely related field. A minimum of five years of relevant experience is expected. Experience leading a development team in the private sector, military, or overseeing a successful development services or project management function in a comparably sized or larger jurisdiction would be ideal.

The selected candidate should have demonstrated experience and knowledge of organizational leadership, management, and effective supervisory practices. Experience working with projects of various sizes is a plus. Candidates should be technologically savvy. Ability to learn and use development-related software, including advanced use of GIS resources and team project management tools would be beneficial. A working knowledge of development review, planning, code enforcement, land use regulation, erosion and sedimentation control, stormwater and floodplain management, principles of code enforcement and development law would be valuable but is not required for consideration.
