GIS Manager – Spartanburg County

GENERAL DEFINITION AND CONDITIONS OF WORK:

Performs difficult professional and administrative work planning, organizing and coordinating the development, implementation and maintenance of the County’s geographic information system and related operations; does related work as required. Work is performed under the general supervision of the IT Director. Supervision is exercised over all division personnel.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, use of measuring devices, operation of machines, and determining the accuracy and thoroughness of work; the worker is not subject to adverse environmental conditions.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Planning, directing, coordinating and maintaining the geographic information system program; managing GIS services, procedures and staff; coordinating work with IT Director and county departments; converting geographic information to digital data; maintaining files and records.

Designs GIS solutions for departments by performing needs analyses; develops projects for application creation;

Oversees activities of the GIS Office; plans activities in the three to five year time frame; directs and manages vendors in the performance of support, maintenance and repair work; analyzes equipment problems; helps identify funding and handles project; develops recommendations to remedy any future problems by correctly budgeting funds or generating the appropriate maintenance contract and/or service agreement; provides technical guidance to GIS staff and other departments; coordinates and supervises system programs; manages software upgrades on all GIS related hardware; performs schema changes on the GIS database; translates GIS data into other GIS formats for other departments and outside agencies; trains users as needed on GIS system. Provides guidance to department heads and supervisors to recommend three to five year strategic planning on GIS system;  diagnoses hardware and software problems; identifies malfunctions; coordinates repairs of GIS equipment; generates purchase requisitions for all work; administers GIS network; solves communications related problems; performs computer system administration, database administration, and network administration; develops capacity and expansion plans in the four to seven year time frame; develops procedure manuals, training documentation and disseminates same develops inventory of GIS related equipment; reviews current maintenance contracts; revises pricing; generates accurate recommendations for changes that lead to greater cost control; receives, reviews, and/or prepares strategic planning reports, work load reports, quality control standards, training documentation, requests for proposal, budget reports, etc.; prepares annual GIS Office budget; provides guidance and recommendations to GIS Steering Committee on GIS related policy; provides plans to utilize information efficiently and across departmental lines where appropriate. Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge in the use of GIS software and applications with emphasis on ESRI products; thorough knowledge of the principles and practices in the preparation of computer programs; thorough knowledge of the appropriate programming languages; thorough knowledge of the operation, uses and capabilities of the installed computer and related equipment; general knowledge of GIS specific computer programming; ability to present the results of work in oral, written and graphic form; ability to establish and maintain effective working relationships with associates and the general public.  Must possess ArcSDE, ArcGIS, and ArcIMS technical skills and database knowledge.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in computer science or related field and a minimum of five years’ experience as a Senior GIS Analyst or higher are required.   Must successfully complete drug screening and background check.
