Job Description
The Deputy Director of Planning and Development is a professional and managerial position which assists the Director in organizing and coordinating all functions of the department. The position assists in overseeing the operations of divisions within the Department, which include Long Range Planning and Current Planning. The Deputy will exercise independent judgement and discretion in planning, directing, supervising, coordinating, and managing various projects and day to day activities. The work includes complex and specialized professional planning duties performed under the general supervision of the Planning Director. The Deputy serves as Department Director in the absence of the Director.

The Deputy is responsible for assisting the Planning Director in the organization and management of daily activities of the Department and supervising planning programs, services, staff, and functions. May be assigned to directly oversee and manage specific functions of the department. Critical responsibilities include assisting the Director with the following:

  • Developing, monitoring, and revising regulatory ordinances, including the Performance Zoning Ordinance, Unified Land Management Ordinance, Vested Rights Ordinance, and Subdivision Regulations
  • Working with Planning Commission, Administration, consultants, and appointed committees in the ordinance development process
  • Providing technical assistance and policy input for the Planning Commission, County Council, municipalities and other quasi-legal groups
  • Providing oversight and guidance to staff and developers on various development applications
  • Providing support to regular board and commission activities, including training
  • Working with Current Planning staff to properly process rezoning requests, variances, special use requests, and appeals
  • Monitoring the status of work in progress, inspecting completed work, and consulting with assigned staff to assist with complex/problem situations and provide technical expertise
  • Monitoring and evaluating the efficiency and effectiveness of departmental procedures, methods, and operations and recommending modifications as appropriate
  • Participating in the development and implementation of goals, objectives, policies and priorities for the department and assigned programs
  • Hiring, supervising, training, and evaluating professional and administrative staff
  • Working with planning staff and other departments to perform studies that evaluate the infrastructure needs of the County, including long and short range transportation plans, population and socioeconomic data projections, etc.
  • Directing departmental activities, such as corridor studies, neighborhood studies, and special projects as assigned;
  • Providing assistance to the director in developing and implementing the County’s comprehensive plan
  • Conducting public meetings;
  • Preparing and monitoring operating and capital budgets; budget development and preparation;
  • Participating in the evaluation, hiring, and management of consultants and their contracts;
  • Preparing and reviewing grant applications;
  • Managing departmental website to ensure it is current and relevant;
  • Keeping sufficient administrative and personnel records; and
  • Performing related planning work as required.

Minimum Qualifications

  • Education
    • Bachelor’s degree in planning or related field
    • A minimum of five years of experience in current and/or long-range planning with considerable land use/zoning experience, including progressive supervisory experience in a management role. Or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
  • Preferred
    • Master’s degree in planning or related field
    • Experience with Geographic Information Systems (ARCGIS Pro) and EnerGov is highly preferred.
  • Required License/Registration/Certifications
    • Driver’s license

    • AICP certification
