There is a big difference between a subdivision and a community. While many cities and counties seek to create vibrant and sustainable mixed-use communities, rigid development guidelines and zoning requirements often inhibit the creativity and flexibility required to make such projects feasible. This session will review two cutting-edge communities in York County: Baxter Village in Fort Mill and Riverwalk in Rock Hill. Hear firsthand from the developers of these two communities about how innovative design tools and public-private partnerships were used to turn these concepts into reality.

Pennies for Progress: Planning for Roads in York County (1.25 CE)

On August 2, 2011, the citizens of York County overwhelmingly approved the “Pennies for Progress 3,” York County’s one-cent sales tax program; the third such successfully approved public infrastructure referendum in the County. If estimates hold true, this program will have raised more than $540 million by the year 2020. Hear how this capital improvement program – the first of its kind in the state – has been a success story for 17 years now, how it’s faring in this new economy, and how Pennies has shaped and reshaped the development landscape in urban and rural communities in York County.

Over the past 25 years, Rock Hill has parlayed the vision of one major park into a thriving sports tourism economic development cluster. The City has hosted regional, national, and even world championships in sports ranging from baseball, softball, soccer, lacrosse, cycling, and tennis to ultimate Frisbee and yes, even quidditch. Speakers will tell the story of the development of these facilities, specifically focusing on the latest addition of world-class cycling venues as part of the 1,000-acre Riverwalk development.
