Seeking a high level Planner to perform professional, technical and managerial work directing and coordinating the planning activities for the County to insure the orderly growth and efficient administration of resources. The employee in this class supervises and performs current and long-range comprehensive planning work for the County such as developing and administering land use studies; serving as the technical advisor and staff support to the Planning Board and researching, developing and implementing ordinances for zoning, mobile home parks, subdivisions, and other related planning areas. Work also includes review of minor and major subdivision development projects, site plans and surveys and approval of all developmental permits. The work involves considerable public contact with officials from all levels of government, developers, property owners, contractors and the general public and requires the ability to explain technical regulations to individuals, many without technical expertise. The employee makes occasional field visits to review project sites.
This position is in the Planning and Development Department and reports to the Planning and Development Director.
Knowledges, Skills & Abilities:
Extensive knowledge of county, state, and federal laws ordinance and regulations related to land use, zoning, planning and development.
Thorough knowledge of the principles, practices and objectives of local and regional public sector planning in areas of natural resources, land use and other economic and social matters.
Considerable knowledge of the application of information technology to public sector planning including the use of geographic information systems, database management and mapping protocols.
Skill in the collection, analysis and presentation of technical data and planning recommendations.
Skill in facilitating collaborative public participation processes, providing leadership to committees facilitating meetings, building consensus, and working collaboratively with developers, officials, and the community regarding development and in effective conflict resolution.
Ability to write professional technical planning reports.
Ability to prioritize, manage and organize a variety of planning activities.
Ability to plan, assign, and direct the work of paraprofessional and technical planning support personnel.
Ability to express ideas effectively in oral and written forms and make effective public presentations.
Ability to establish and maintain effective working relationships with County, municipal, and State officials, developers, property owners and the general public while exercising considerable tact and courtesy.
Desired Education & Experience:
Graduation from an accredited college or university with a four-year degree in planning or related field, preferably including a master’s degree in planning, and/or considerable experience in professional local government planning; North Carolina Planner’s certification desirable or any equivalent combination of education, training, and experience.
