Salary Range: $61,320 – $90,176

General Job Description:
Lancaster County, South Carolina is one of the fastest growing counties in South Carolina and the Charlotte, NC Metropolitan Area. The County is currently undergoing a transformative process through the ongoing development of a new Comprehensive Plan and Unified Development Ordinance (UDO), which the Senior Planner will have an active role in. The Planning and Zoning Department is seeking a Senior Planner who is adept at working in a dynamic environment that includes both urban and rural planning elements. Working in the Planning and Zoning Department is a collaborative process that requires camaraderie with teammates. Lancaster County is willing to offer a very competitive salary in order to hire the most qualified candidates.
The Senior Planner will perform a variety of advanced professional and technical work towards the advancement of department goals and objectives. Specific duties may include, but are not limited to the following:
- Leads implementation of key department initiatives
- Provides technical expertise to outside departments and the public
- Conducts technical reviews of major commercial and residential development projects and rezonings
- Performs field inspections to gather data relevant to the development review process and assess field conditions
- Conducts research and prepares reports on land use, housing, and transportation topics
- Supervises and/or other otherwise mentors junior staff members
- Explains development review processes to the development community and the public and identifies suggestions for improvement
- Guides and collaborates with contractors, developers, design professionals, community groups, and citizens
- Makes presentations before the County Council, Planning Commission, Board of Zoning Appeals, and/or community groups
- Provides ordinance administration and interpretations, and supports the ongoing UDO rewrite project
- Supports the ongoing Comprehensive Plan project and future implementation
Typical Qualifications:
Typical qualifications for the Senior Planner may include, but are not limited to the following:
- Bachelor’s or Master’s Degree in Urban and Regional Planning, Geography, or related field
- Minimum five-years of experience as a planner
- Proficiency in the use of Microsoft Office Suite
- AICP certification is desirable, but not required
- Understanding of the principals and practices of current, long range, and transportation
planning - Ability to manage multiple projects effectively and meet assigned timelines
- Ability to work both independently and in a team environment
- Collaborative mindset and conflict resolution skills
- Ability to form effective relationships with internal and external customers
- Effective communication skills: oral, written, and public presentations
