General Job Description:
Reviews and processes all Natural Resources requests for allowable use as defined in the Town’s Land Management Ordinance. Reviews Development Project and Design Review submittals for Natural Resource compliance. Maintains effective working relationships with Town employees, community members, and appropriate others in support of assigned duties.

Essential Functions

  • Administers provisions of the Town Land Management Ordinance as related to environmental protection in development plan review, subdivision review, public projects review, re-zonings, and other planning issues in accordance with Town, state, and federal
    regulations;
    • Processes Natural Resource applications in conjunction with the Land Management Ordinance;
    • Provides input on Variance and Design Review applications and requests;
    • Reviews new development submittals for Natural Resource impacts and indicating potential LMO conflicts;
    • Performs site visits associated with Natural Resource related permit and project activities;
    • Acts as member of CIP team, participating in planning CIP projects;
    • Initiates inspection and enforcement of potential LMO violations and provides demonstrative evidence or expert testimony as required;
    • Maintains all activity records in ENERGOV;
    • Follows general and position-specific safety regulations and procedures; identifies, corrects and/or reports safety hazards (See Safety Manual for details);
    • Performs emergency or disaster-related duties as assigned; and
    • Performs other duties as assigned

Required Knowledge, Skills and Abilities:

Education and Experience:
• Bachelor’s degree and five (5) years of related experience; or an equivalent combination of education and experience.

Special Qualifications:
• Valid Driver’s license.

Knowledge, Skills and Abilities:
• Knowledge of development codes and zoning;
• Knowledge of the factors involved in environmental planning including principles of open space and greenway planning, natural resource planning, water quality, tree protection, wetland analysis, and dune protection;
• Knowledge of Federal and State laws governing natural resource protection;
• Knowledge of the concepts of ecology, biology, hydrology, soil and water chemistry, arboricultural, and public policy;
• Ability to use keys for species identification;
• Ability to read and interpret site and site engineering plans;
• Ability to read infrared and aerial photographs for types of vegetation, probable wetlands and vegetative cover;
• Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
• Ability to prepare and present accurate and reliable reports containing findings and recommendations;
• Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks; and
• Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
